Indoctrination, curriculum and the law

Dawn Gill

Open University

This paper is intended as a briefing document on recent legislation for teachers, parents, school governors and educational administrators. It aims to provide a summary and comparison of the 1986 and 1988 Educa tion Acts insofar as these refer to curriculum content; and to examine the implications of recent legislation for the development of 'multicultural' and 'anti-racist' curriculum initiatives, and the teaching of politically con troversial issues - with particular reference to history.

The paper looks closely at sections 44 and 45 of the 1986 Act because these could be used by parents and community groups to challenge offi cially sanctioned history teaching, and demand a history curriculum which is not merely a jingoistic celebration of Britain and all that is British.
