Consumers, case management and inspection: obscuring social deprivation and need?Central Council for Education and Training in Social Work New legisation on Community Care has been proposed by the Conserv ative Government because it supposedly increases consumer choice and a flexible response to social need. However, a critical analysis of the two mechanisms for change, cave-management and 'arms-length' invection reveal tendencies in both that distance and obscure pressure to respond to service users and social problems.
